I sent [today?], in a case to State Dept. a No or [Nos?] of = Municipal Report [for?] Lucy. The following N. being only an , without plates or other stealable matter, I have entrusted to the mail.
I also sent in the box & 4to vol. of reports on the excavations containing some articles of Interest for Lucy. -- As to exchanges, there is this difficult[y]. The present M.F.A was opposed to the whole system, & it was he not Sec General, who procured its rejection. There has been a constant expectation that my office would be executed & I have not urged it on that account, but I am tired of waiting [...]
