WASHINGTON July 10" 1890,
My dear sir;
Your favor of the 8th. inst.
has been received. The interference
of the Farmers Alliance and Grange,
has obstructed the progress of the
bill, and now I fear the only
chance of securing its passage
will be to admit the amend-
ment which was stricken out
in the Senate. I regret to
have to do this but prefer that
the whole thing should stand
upon the provisions of the bill of
1862. The giving of an account
of every dollar expended I expect,
however, will be stricken out. This
would leave it far less objectionable
than the amendment which was
inserted by th Committee on
Education and Labor in the Senate.
I hope the bill may get through
although as it is so very late in
the Session there is some doubt.
