Dear sir:
I have
your favor with the
enclosure, and while I have I
confess, but very little hope of
succeeding with anything at the
present session of Congress, I
see no objection to this proposi-
tion of Mr. Holmes. Of
course I do not abandon my
old
bill. I have been
thwarted in my efforts for the
last two or three years in
consequence of the different
propositions presented by Senator
Logan and by Senator Blair.
Their propositions have appeared
to me cranky and destitute of
any possible chance of success;
but they have interferred with
anything that I could do.
