In compliance with "Special Order No 1." issued May 30, 1861, to me directed I proceeded to Fort Monroe for the purposes in said order specified and beg leave to submit the following Report:- before examination I found the sick men in Hospital in a miserable condition as to cleanliness = Their apartments were with few exceptions very filthy there clothes and bedding unclean, and the air in many rooms so impure: as seemed to me to be unwholesom even for a well person:- I found that the steward and attendants had neglected their duty and that one patient had been two days without receiving medicine after it was ordered, by the surgeon:-


I was further informed by the patients that their food had not been provided with regularity and that they had sometimes been a long time without any:- I conclude from the best

information I could get that the surgeon had performed his duties faithfully, had visited the sick frequently, and made all necessary prescriptions:- The fault seemed to be principally with the steward and attendants:


The number of stewards, attendants, and sick in General Hospital at Fortress Monroe on the 1st day of June 1861, belonging to the 1st Regt Vt. Vols. are as follows:-
