Show moreJuly 26, 1945. Howard Street Pavement and Sidewalk Project. This view was taken at the intersection of Pine Street looking easterly shows the excavation being made to receive the sand cushion and telford stone base. Note the condition of the old curb and gutter and sidewalk on the northerly side of the street, and the undertile drain being laid in the center of the street near the power shovel. Undertile drainage was also laid on both sides of the street back of the curb to provide proper drainage. The sub-base was soft blue clay and very unstable and full of moisture. It was necessary to stabilize this sub-base by mixing a layer of sand with the clay and treating with asphalt emulsion before the sand cushion and Telford Base could be placed as trucks could not pass over the base with a load of material without getting stuck.

The Hot Plant Mix Asphalt Wearing Surface was just being completed when this picture was taken. Grading has been completed between sidewalk and curb on north side.
