Resources, Education, and Services, (VT CARES), has been awarded a $10,000 matching grant from the Chicago Resource Center. Under the terms of the grant, the Chicago Resource Center will match funds" raised by Vermont CARES up to $10,000. "Every dollar we raise now is worth, in effect, two dollars because of the matching aspect of the grant. Community members who would like to support our work should think about contributing now, to double their contribution," said Terje Anderson, the group's director. Anderson described the grant as "a major boost for our organization. Such a sizeable grant so early in our existence will allow things to happen more quickly than would otherwise have been possible." Vermont CARES plans to use the money to hire staff to carry out risk reduction. peer counselling. public information, and patient services efforts. The group has signed an education contract with the Vermont Health Department, and is currently exploring other sources of foundation money. They plan to launch a community fundraising campaign later in the spring. Membership in Vermont CARES is $5.00 yearly, and additional contributions are appreciated. Civil Rights Bill Drafted by Jim Morgan A group of people interested in lesbian and gay rights legislation has met several times to discuss and draft legislation for eventual introduction into the Vermont State Legislature. This group ‘grew out of a sign-up sheet distributed at the last statewide Lesbian and Gay Men's Coalition meeting in South Royalton. The first meeting of this legislative subcommittee was on November 23 in Worcester. Vermont. The two women and four men discussed the merits of introducing a state lesbian/gay civil rights bill, versus more support building at the community level. Others felt that, given the results of the ERA campaign. the lesbian/gay community needs to come back strongly. Introducing the bill could show us where our support lies, allowing us to identify allies and attempt coalition building. Another person thought that the introduction of the bill could be the impetus for an extensive educational process for legislators The second meeting of this group was on December 1 at the ACLU offices in Montpelier: Tim Mazur (ACLU lobbyist), Representative Mique Glitman. Heather Wishik and Jim Morgan attended. There was some discussion of ACLU’s commitment to a lesbian/gay civil rights bill.
