Description: September 27, 1941. Burlington Municipal Airport, WPA (Work Projects Administration) Project. This view is looking in a northwesterly direction near the intersection of the northerly end of the north-south runway. In the foreground at the right can be seen the cold plant mix asphalt pavement being constructed three inches in thickness on top of the asphalt emulsion soil stabilization base shown in the left half of the picture. Note the six wheel power graders used in spreading the plant mix.
